Ancak uzmanlar bunun tersi oldu\u011funu s\u00f6yl\u00fcyorlar. Asl\u0131nda 1997, son alt\u0131 y\u0131ld\u0131r artan kazalar\u0131n d\u00fc\u015fmeye ba\u015flad\u0131\u011f\u0131 bir y\u0131ld\u0131. Toplam kaza ve \u00f6l\u00fc say\u0131s\u0131nda ge\u00e7mi\u015f y\u0131llara oranla d\u00fc\u015f\u00fc\u015f ya\u015fanm\u0131\u015ft\u0131. Ge\u00e7ti\u011fimiz y\u0131l 51 u\u00e7ak kazas\u0131 meydana geldi. Kazalarda toplam bin 306 ki\u015fi hayat\u0131n\u0131 kaybetti. \u0130ki y\u0131l \u00f6nce 1996\u2032da ise 57 kazada bin 840 ki\u015fi hayat\u0131n\u0131 kaybetmi\u015fti. Kaza oranlar\u0131nda en b\u00fcy\u00fck art\u0131\u015f Eyl\u00fcl ve Aral\u0131k aylar\u0131nda kaydedildi. Havac\u0131l\u0131\u011f\u0131n b\u00fcy\u00fck sorunu olan CFIT yani Kontroll\u00fc U\u00e7u\u015fta Da\u011fa \u00c7arpma kazalar\u0131 ne yaz\u0131k ki 1997\u2032de de azalt\u0131lamad\u0131. Ge\u00e7en y\u0131l bu kategorideki kaza say\u0131s\u0131 artarak toplam 7\u2032ye ula\u015ft\u0131. Bu rakam son be\u015f y\u0131l\u0131n en y\u00fcksek kaza oran\u0131. CFIT kazalar\u0131ndaki \u00f6l\u00fc say\u0131s\u0131 ise 640 oldu. Ancak 1997\u2032de bu t\u00fcr kazalar\u0131n tekrar artmas\u0131 sonucunda uzmanlar kurulun yeni d\u00fczenlemeler yapmas\u0131 gerekti\u011fini belirtiyorlar.Ayr\u0131ca bu t\u00fcr \u00e7arpma olaylar\u0131n\u0131 \u00e7ok \u00f6nceden haber verecek sistemlerin daha geli\u015ftirilmesi i\u00e7in harekete ge\u00e7ildi. U\u00e7ak kazalar\u0131n\u0131n b\u00f6lgelere da\u011f\u0131l\u0131m\u0131 a\u00e7\u0131s\u0131ndan Afrika, Rusya ve G\u00fcney Do\u011fu Asya k\u00f6t\u00fc bir y\u0131l ge\u00e7irdi. Kaza ortalamalar\u0131 en d\u00fc\u015f\u00fck olan b\u00f6lgeler ise Avusturalya, Kuzey Amerika ve Bat\u0131 Avrupa oldu. ICAO\u2019nun y\u0131ll\u0131k toplant\u0131s\u0131nda, kaza oranlar\u0131n\u0131n havac\u0131l\u0131\u011f\u0131n b\u00fcy\u00fcmesiyle birlikte artt\u0131\u011f\u0131 da belirtildi. ICAO, kazalar\u0131 azaltmak i\u00e7in kurallar\u0131n daha s\u0131k\u0131 uygulanmas\u0131 gerekti\u011fini a\u00e7\u0131klad\u0131.<\/p>\n<p>Ayr\u0131ca havalimanlar\u0131n\u0131n daha emniyetli hale getirilmesi i\u00e7in de \u00e7al\u0131\u015fmalar yap\u0131lmas\u0131 istendi. Bir di\u011fer \u00f6nemli konu ise askeri nakliye u\u00e7aklar\u0131yd\u0131. Bu u\u00e7aklar\u0131n sivil hava sahalar\u0131n\u0131 kulland\u0131\u011f\u0131n\u0131 belirten ICAO, yolcu u\u00e7aklar\u0131nda kullan\u0131lan sistemlerin bu t\u00fcr u\u00e7aklarda da bulunmas\u0131 konusunda \u00e7al\u0131\u015fmalar\u0131n ba\u015flat\u0131lmas\u0131na dikkat \u00e7ekti. Toplant\u0131larda pilot e\u011fitimlerinin artt\u0131r\u0131lmas\u0131 ve s\u00fcrelerinin uzat\u0131lmas\u0131da a\u011f\u0131rl\u0131k kazand\u0131. U\u00e7ak kazalar\u0131 T\u00fcrkiye raporu T\u00fcrkiye\u2019de son 5 y\u0131l i\u00e7inde meydana gelen 86 u\u00e7ak kazas\u0131n\u0131n 49\u2032una pilotaj hatalar\u0131 neden oldu. Kazalarda toplam 81 ki\u015fi hayat\u0131n\u0131 kaybetti. Son 5 y\u0131l i\u00e7inde en fazla kaza 1995 y\u0131l\u0131nda oldu. \u00d6l\u00fc say\u0131s\u0131n\u0131n en fazla oldu\u011fu kaza, 1994 y\u0131l\u0131nda Van\u2019da meydana geldi. Bu kazada 56 ki\u015fi \u00f6ld\u00fc. Kazaya pilotun hava \u015fartlar\u0131 uygun olmamas\u0131na kar\u015f\u0131n Van Havaliman\u0131\u2019na inmekte \u0131srar etmesi yol a\u00e7t\u0131. U\u00e7ak da\u011fa \u00e7arp\u0131p takla atarak par\u00e7aland\u0131. Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131\u2019n\u0131n resmi a\u00e7\u0131klamas\u0131na g\u00f6re, kaza yapan u\u00e7aklardan 58\u2032i \u00f6zel, 28\u2032i ise resmi kurulu\u015flara ait.<\/p>\n<p>Son be\u015f y\u0131ldaki kazalar May\u0131s aylar\u0131nda yo\u011funla\u015ft\u0131. 1993 y\u0131l\u0131nda T\u00fcrkiye\u2019de meydana gelen u\u00e7ak kazalar\u0131n\u0131n 9\u2032unda pilotaj hatas\u0131 rol oynarken, 1994\u2032de 8, 1995\u2032te 13, 1996\u2032da 8, ge\u00e7ti\u011fimiz y\u0131l ise 10 kazaya pilotaj hatas\u0131 neden oldu. 1993\u2032te ger\u00e7ekle\u015fen u\u00e7ak kazalar\u0131nda 7, 1994\u2032de 56, 1995\u2032te 11, 1996\u2032da 6, ge\u00e7en y\u0131lki kazalarda da 1 ki\u015fi hayat\u0131n\u0131 kaybetti. Son be\u015f y\u0131ldaki kazalar\u0131n pilotaj hatas\u0131 d\u0131\u015f\u0131nda 11\u2032i meteorolojik, 14\u2032\u00fc teknik nedenlerle meydana geldi. Kazalardan 3\u2032\u00fcn\u00fcn nedeni belirlenemedi. Be\u015finin nedeninin ara\u015ft\u0131rmas\u0131 s\u00fcr\u00fcyor.
