EUROCONTROL s\u00f6zle\u015fmesi, 26 Haziran 1997 tarihinde Ula\u015ft\u0131rma Bakanlar\u0131 d\u00fczeyinde yap\u0131lan Diplomatik Konferansta revize edilerek imzalanm\u0131\u015f ve y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir. Yeni s\u00f6zle\u015fme gere\u011fince Enlarged Commission ve Committiee of Management kurumlar\u0131n\u0131n fonksiyonlar\u0131n\u0131n azalt\u0131lmas\u0131 ve belirli bir d\u00f6nem sonunda iptali kararla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r. Bu komitelerin yerine Ge\u00e7ici Konsey (Provisionel Coincil) ve bu konseye ba\u011fl\u0131 olarak kurulan; Performance Review Commission (PRC): \u00dclkelerin sivil ve askeri havac\u0131l\u0131k temsilciliklerinden, havaalanlar\u0131 ve havayollar\u0131 i\u015fletmelerinden ald\u0131\u011f\u0131 bilgiler ile performans kay\u0131tlar\u0131n\u0131 tutarak de\u011ferlendirme yapmak amac\u0131yla g\u00f6revlendirilmi\u015ftir.<\/p>\n<p>Safety Regulation Commission (SRC): Avrupa hava sahas\u0131nda u\u00e7u\u015f emniyet \u00f6nceliklerini belirlemek ve gerekli \u00f6nlemlerin al\u0131nmas\u0131n\u0131 \u00f6nermekle g\u00f6revli bir komisyondur.<\/p>\n<p>Civil and Military \u0130nferface Standing Committe (CMIC): Sivil Asker \u0130\u015fbirli\u011fi Kurulunun spesifik amac\u0131 sivil ve askeri ATM kullan\u0131c\u0131lar\u0131n\u0131n ihtiya\u00e7lar\u0131n\u0131 dengeli bir bi\u00e7imde sa\u011flamay\u0131 ve NATO ile yak\u0131n i\u015fbirli\u011finin geli\u015ftirilmesini ama\u00e7layan bir kuruldur. Y\u0131lda 2-3 kez ve\/veya ge\u00e7ici konsey toplant\u0131s\u0131 \u00f6ncesinde toplanarak Genel Kurula sunulacak karar \u00f6nerilerini haz\u0131rlar. Daimi Komisyon toplant\u0131s\u0131na askeri temsilci olarak Hv.Svn.D.B\u015fk.kat\u0131lmaktad\u0131r.<br \/>\nAyr\u0131ca EUROCONTROL \u00e7ap\u0131nda sivil-asker koordinasyonu ile ilgili problemli sahalar\u0131n \u00e7\u00f6z\u00fcm\u00fc amac\u0131yla kurulmu\u015f EUROCONTROL Askeri Uzmanlar \u00dcnitesi (EMEU) bulunmaktad\u0131r.<\/p>\n<p>EUROCONTROL\u2019un hizmetleri ve programlar\u0131 :<\/p>\n<p>EUROCONTROL Karargah\u0131, b\u00fct\u00fcn EUROCONTROL kurumlar\u0131na sa\u011flad\u0131\u011f\u0131 finansal, hukuk, dilbilim ve idari hizmetler gibi, \u00fcye \u00fclkelere de \u00e7e\u015fitli teknik programlar i\u00e7in operasyonel hizmetler ve m\u00fchendislik hizmetleri sa\u011flar.<\/p>\n<p>EATCHIP\u2019in ECAC\u2019a ba\u011fl\u0131 35 \u00fclke ad\u0131na etkili y\u00f6netimi i\u00e7in baz\u0131 organizasyonel d\u00fczenlemeler yap\u0131lm\u0131\u015ft\u0131r.<br \/>\nYeni CFMU (Central Flow Management Unit); talepler ve mevcut hava sahas\u0131 kapasitesi aras\u0131ndaki dengeyi sa\u011flamaktan sorumludur. B\u00f6ylece Avrupa Hava Sahas\u0131ndaki t\u0131kan\u0131kl\u0131\u011f\u0131n azalt\u0131lmas\u0131na yard\u0131mc\u0131 olur. 28 Mart 1996 tarihinde IFPS (Integrated Initial Flight Plan Processing System)\u2019nin hizmete girmesiyle, CFMU tamamen operasyonel hale gelmi\u015ftir.<\/p>\n<p>Merkezi Rota \u00dccretleri Ofisi (CRCO-Central Route Charges Office); \u00fcye \u00fclkeler ad\u0131na, en-route hava trafik hizmetlerinin ve kolayl\u0131klar\u0131n\u0131n kullan\u0131lmas\u0131ndan dolay\u0131 kullan\u0131c\u0131lar\u0131n \u00f6demeleri gereken \u00fccretleri tesbit eder, toplar ve ilgili \u00fclkelere aktar\u0131r.<\/p>\n<p>Br\u00fcksel\u2019in d\u0131\u015f\u0131nda Bretigny\u2019de bulunan EUROCONTROL Deneme Merkezi, Hava Trafik Kontrol Sistemlerinin geli\u015fmesi, d\u00fczenlenmesi ve dizayn edilmesi i\u00e7in destek sa\u011flar. L\u00fcksemburg\u2019da bulunan Havac\u0131l\u0131k Hizmetleri Enstit\u00fcs\u00fc; ileri uzmanl\u0131k seviyesinde kurslar verir. Maastricht\u2019de bulunan EUROCONTROL Hava Trafik Kontrol Merkezi de, Bel\u00e7ika, L\u00fcksemburg, Hollanda ve Kuzey Almanya\u2019n\u0131n upper airspace\u2019inde yakla\u015f\u0131k 1.000.000 hava trafi\u011fine hizmet vermektedir.<\/p>\n<p>Hava Trafik Y\u00f6netimi (ATM) programlar\u0131 \u00e7er\u00e7evesinde y\u00fcr\u00fct\u00fclen RVSM (Reduced Vertical Seperation Minimums), ACAS (Airborne Collision Avoidance System) ve 8.33 KHz. Channel Spacing uygulamas\u0131 projeleri hakk\u0131nda k\u0131sa bir \u00f6zet bilgi vermek gerekirse \u015funlar\u0131 s\u00f6ylemek gerekir;<br \/>\nRVSM (Reduced Vertical Seperation Minimums); ICAO kurallar\u0131na g\u00f6re FL 290-410 aras\u0131ndaki 2000 feet\u2019lik dikey ayr\u0131m\u0131,1000 feet\u2019e indirerek trafik kapasitesini art\u0131rmay\u0131 ama\u00e7lar. RVSM b\u00f6lgelerinde u\u00e7u\u015f yapacak u\u00e7aklar\u0131n MASPS onayl\u0131 olmas\u0131 gerekmektedir.<\/p>\n<p>ICAO\u2019nun tavsiyesi ile, ECAC \u00fclkeleri askeri u\u00e7aklar\u0131nda bu te\u00e7hizat zorunlu de\u011fildir. Artan Hava Trafik yo\u011funlu\u011fu ve u\u00e7u\u015f planlar\u0131 onaylama yetkisinin sivil otoritelerde olmas\u0131 nedeniyle GAT kapsam\u0131nda s\u0131k u\u00e7u\u015f yapan askeri u\u00e7aklar RVSM te\u00e7hizat\u0131 takmak\/MASP onayl\u0131 olmak zorunda kalacaklard\u0131r. Kuzey Atlantik hava sahas\u0131nda 8 Ekim 1998 tarihinde ger\u00e7ek uygulamaya ba\u015flan\u0131lm\u0131\u015ft\u0131r. 2000 y\u0131l\u0131ndan itibaren de ECAC hava sahas\u0131nda deneme uygulamalar\u0131na ba\u015flanacakt\u0131r. \u00dclkemiz do\u011fuda ve g\u00fcneyde RVSM uygulamayan \u00fclkelerle, bat\u0131 ve kuzeyimizde RVSM uygulayan \u00fclkeler aras\u0131nda RVSM Ge\u00e7i\u015f B\u00f6lgesi konumunda bulunacakt\u0131r.<\/p>\n<p>ACAS (Airborne Collision Avoidance Sistem-Havada \u00c7arp\u0131\u015fmay\u0131 \u00f6nleyici Sistem): ECAC (Avrupa Sivil Havac\u0131l\u0131k Konferans\u0131), 1995 y\u0131l\u0131nda Eurocontrol \u00fcyesi devletlerin hava sahas\u0131nda u\u00e7an t\u00fcm u\u00e7aklar\u0131n ACAS-II sistemi ile donat\u0131lmas\u0131n\u0131 kararla\u015ft\u0131rm\u0131\u015ft\u0131r. Sabit kanatl\u0131, a\u011f\u0131rl\u0131\u011f\u0131 15 ton\u2019dan fazla ve 30 yolcu kapasiteli sivil u\u00e7aklar\u0131n 1 Ocak 2005 tarihinden itibaren ACAS-II te\u00e7hizat\u0131 ta\u015f\u0131mas\u0131 zorunlu k\u0131l\u0131nm\u0131\u015ft\u0131r.<br \/>\nEUROCONTROL \u00fcyesi \u00fclke askeri temsilcileri de b\u00fcy\u00fck askeri nakliye u\u00e7aklar\u0131n\u0131n en uygun zamanda s\u00f6z konusu te\u00e7hizat\u0131 takacaklar\u0131 konusunda g\u00f6n\u00fcll\u00fc taahh\u00fctte bulunmu\u015flard\u0131r. Bu s\u00fcre 1 Ocak 2005\u2019i ge\u00e7meyecektir.<\/p>\n<p>TCAS-II te\u00e7hizat\u0131n\u0131n ECAC hava sahas\u0131nda RVSM uygulamas\u0131ndan sonra yetersiz kalaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnden daha tekam\u00fcl etmi\u015f TCAS-II Version 7\u2019nin \u00fcretilmesi kararla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r. Version 7 \u00fcretimin gecikmesi nedeniyle hava yolu \u015firketlerinin 1 Ocak 2000 olarak belirlenen uygulama tarihi 31 Mart 2001\u2019e uzat\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>8.33 KHZ.CHANNEL SPACING: VHF kanal say\u0131s\u0131n\u0131n artt\u0131r\u0131lmas\u0131n\u0131 sa\u011flayan bu proje 1994 V\u0130YANA ve 1995 y\u0131l\u0131nda Montereal\u2018de icra edilen ICAO toplant\u0131s\u0131nda 8 \u00fclke taraf\u0131ndan (AVUSTURYA, BEL\u00c7\u0130KA, FRANSA, ALMANYA, L\u00dcKSEMBURG, HOLLANDA, \u0130SV\u0130\u00c7RE ve \u0130NG\u0130LTERE) onaylanm\u0131\u015f ve Kas\u0131m 1996\u2018da EATCHIP faaliyetleri kapsam\u0131nda EUROCONRTOL taraf\u0131ndan kabul edilmi\u015ftir. ICAO, EUR b\u00f6lgesinin 1 Ocak 1989 tarihinden itibaren FL 45 \u00fczerinde 8.33 KHz kanal aral\u0131\u011f\u0131n\u0131n uygulanaca\u011f\u0131n\u0131n bildirilmesine ra\u011fmen, u\u00e7aklara yap\u0131lacak refrofit uygulamas\u0131 tamamlanamad\u0131\u011f\u0131 i\u00e7in 9 ay daha ertelenerek 7 EK\u0130M 1999 tarihinde uygulanmaya ge\u00e7ilecektir.<\/p>\n<p>Askeri u\u00e7aklar i\u00e7in olmasa da, NATMC, EUR b\u00f6lgesini s\u0131k kullanan askeri u\u00e7aklar\u0131n 8.33 KHz kanal aral\u0131kl\u0131 te\u00e7hizat\u0131 ta\u015f\u0131malar\u0131n\u0131 tavsiye etmektedir. ASELSAN taraf\u0131ndan F5 modernizasyonu ve COUGAR helikopter projesi kapsam\u0131nda yap\u0131lan \u00e7al\u0131\u015fmalarda imal edilecek telsizlerin 8.33 KHz kabiliyeti olaca\u011f\u0131 \u00f6\u011frenilmi\u015ftir.<\/p>\n<p>HAVA SAHASININ SINIFLANDIRILMASI:<\/p>\n<p>Uluslar aras\u0131 sivil havac\u0131l\u0131k te\u015fkilat\u0131 (ICAO) taraf\u0131ndan g\u00fcn\u00fcm\u00fcz g\u00fcn\u00fcm\u00fcz havac\u0131l\u0131k teknolojisinin geli\u015fmesine paralele olarak u\u00e7u\u015f emniyetinin sa\u011flamak ve sivil hava trafi\u011finin d\u00fczenine h\u0131z ve ekonomi getirmek amac\u0131yla 1983 y\u0131l\u0131nda bu yana hava sahlar\u0131n\u0131n s\u0131n\u0131flamas\u0131 ile ilgili \u00e7al\u0131\u015fmalar yap\u0131lmaktad\u0131r. S\u00f6z konusu \u00e7al\u0131\u015fmalar neticesinde hava sahas\u0131 7 kategoriye ayr\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>1. \u201dA\u201d s\u0131n\u0131f\u0131 hava sahas\u0131: VFR u\u00e7u\u015f yap\u0131lamaz, b\u00fct\u00fcn trafikler IFR kurallarda u\u00e7u\u015f yapar.<br \/>\n2. \u201dB\u201d s\u0131n\u0131f\u0131 hava sahas\u0131:<br \/>\na. IFR\/VFR b\u00fct\u00fcn u\u00e7aklara ay\u0131rtma uygulan\u0131r.<br \/>\nb. Yetkili otorite taraf\u0131ndan Hava Trafik Hizmeti verilir.<br \/>\nc. H\u0131z haddi yoktur.<br \/>\n\u00e7. U\u00e7u\u015f plan\u0131 istenmez.<\/p>\n<p>Yap\u0131lan toplant\u0131lar neticesinde Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 taraf\u0131ndan T\u00fcrk hava sahas\u0131nda C, D ve G kategori s\u0131n\u0131fland\u0131rmalar\u0131n uygulanmas\u0131 teklif edilmi\u015f olup, bu teklifin askeri e\u011fitim ve hareket ihtiya\u00e7lar\u0131 i\u00e7in b\u00fcy\u00fck k\u0131s\u0131tlamalar getirece\u011fi, Ege Denizi\u2019nin kullan\u0131lmas\u0131 ile ilgili prensiplerimiz ve \u00f6zellikle \u00f6ng\u00f6r\u00fclen kategorilerin Yunanistan taraf\u0131ndan emsal olarak kullan\u0131labilece\u011fi belirtilerek uygun bulunmam\u0131\u015ft\u0131r. Hava sahas\u0131n\u0131n s\u0131n\u0131fland\u0131r\u0131lmas\u0131 konusu \u00f6nceleri Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 taraf\u0131ndan T\u00fcrk hava sahas\u0131n\u0131n b\u00fct\u00fcn olarak kesitlere ay\u0131rarak yap\u0131laca\u011f\u0131 d\u00fc\u015f\u00fcncesi hakim oldu\u011fundan yukar\u0131da a\u00e7\u0131klanan sebeplerden dolay\u0131 anla\u015fma sa\u011flanamam\u0131\u015ft\u0131r. FUA Konseptinin esas\u0131; hava sahalar\u0131n\u0131n sivil veya askeri hava sahas\u0131 olarak tespit edilmeyip bir b\u00fct\u00fcn olarak ele al\u0131nmas\u0131 ve g\u00fcnl\u00fck ihtiya\u00e7lara uygun esnek kullan\u0131m temeline dayanmaktad\u0131r. FUA Konsepti, daimi olmayan ATS yollar\u0131 (CONDITIONAL ROUTES \u2013CDRs-GE\u00c7\u0130C\u0130 \/\u015eARTLI YOLLAR) ile Ge\u00e7ici Tahditlenmi\u015f Sahalar (TSAs-Temporary Segregated Areas ) ve Hava SAHASI \u0130dare H\u00fccresi taraf\u0131ndan idare edilen (AMC-Airspace Management Cell \u2013Manageble R and D areas ) tahdidi ve tehlikeli sahalar\u0131n ge\u00e7ici tahsis ve kullan\u0131m\u0131 sayesinde elde edilecek faydalar esas al\u0131nmaktad\u0131r. FUA konseptinin giri\u015fi, her bir ECAC \u00fclkesinde milli bir y\u00fcksek d\u00fczey hava sahas\u0131 politika organ\u0131 kurulmas\u0131yla ba\u015flat\u0131lm\u0131\u015ft\u0131r. Bu organ; \u00fclke hava sahas\u0131n\u0131n yeniden de\u011ferlendirilmesi, yeni esnek hava sahas\u0131 yap\u0131lar\u0131n\u0131n olu\u015fturulmas\u0131 ve bunlar\u0131n g\u00fcnl\u00fck kullan\u0131m esas\u0131na g\u00f6re tahsisi usullerinin geli\u015ftirilmesi konusunda g\u00f6revli olcakt\u0131r. FUA konseptinden tam olarak faydalanmak i\u00e7in, \u00fclkeler gerek sivil\/asker koordinasyon kolayl\u0131klar\u0131n\u0131 ve usullerini sa\u011flayacaklard\u0131r.<\/p>\n<p>FUA konsepti uygulamas\u0131, esnek hava sahas\u0131 yap\u0131lar\u0131n\u0131n g\u00fcnl\u00fck tahsisi ve yap\u0131lanmas\u0131 milli hava sahas\u0131 idare h\u00fccresi (sivil-asker i\u015ftiraki ile) ve EUROCONTROL CFMU b\u00fcnyesinde merkezi hava sahas\u0131 bilgi fonksiyonu (CADF \u2013Centralized Airspace Data Function )olu\u015fturulmas\u0131n\u0131 kapsamaktad\u0131r. CADF, G\u00dcNL\u00dcK OLARAK KULLANIMA A\u00c7IK CDR\u2019LARIN u\u00e7ak ileticilerine da\u011f\u0131t\u0131m\u0131n\u0131 yapacakt\u0131r. CDR (Daimi Olmayan Ats Yollar\u0131) \u2018lar, tamamen NOTAM\u2019LA \u0130LAN ED\u0130LEN \u00f6zel durumlarda kapat\u0131lan daimi nitelikteki ATS yol \u015febekesini tamamlay\u0131c\u0131 olarak dizayn edilecek ve her zaman kullan\u0131m\u0131 m\u00fcmk\u00fcn olmayan ATS yollar\u0131 ve bunlar\u0131n baz\u0131 b\u00f6l\u00fcmlerinde u\u00e7u\u015flar\u0131 planlama imkan\u0131 sa\u011flayacakt\u0131r. CDR\u2019lar genel olarak ge\u00e7ici tahsisi m\u00fcmk\u00fcn olan ve milli hava sahas\u0131 idare h\u00fccresi taraf\u0131ndan y\u00f6netilen ge\u00e7ici tehditli sahalar (TSAs) ve tehditli tehlikeli sahalar \u00fczerinden ge\u00e7ecek \u015fekilde ihdas edilecektir.<\/p>\n<p>CDR\u2019 lar; daimi olarak planlama yap\u0131labilecek CDR\u2019 lar (Kategori 1-CDR 1), daimi olarak planlanamayan CDR\u2019 lar (Kategori 2-CDR 2), PLANLANAMAYAN CDR\u2019LAR (Kategori 3-CDR-3)olarak s\u0131n\u0131fland\u0131r\u0131l\u0131rlar.
