Ger\u00e7i yakla\u015f\u0131k bir as\u0131rd\u0131r, havadan hafif ara\u00e7lar olan balonlarla g\u00f6\u011fe y\u00fckselinebiliyor, r\u00fczg\u00e2r elverdi\u011fi \u00f6l\u00e7\u00fcde ve istikamette, yer de\u011fi\u015ftirilebiliyordu. Ancak g\u00f6klerden istifadenin yayg\u0131nla\u015fmas\u0131 i\u00e7in, bu ara\u00e7 pek \u00f6yle uygun d\u00fc\u015fmemekteydi.<\/p>\n<p>Wright Karde\u015flerin Amerika da, yer y\u00fczeyinden y\u00fcksekte, \u201cdenetimli, kendinden hareketli ve havadan a\u011f\u0131r bir ara\u00e7la\u201d, 1903\u2019te ilk u\u00e7u\u015fu ba\u015farmas\u0131, pek \u00e7o\u011fumuzun bildi\u011fi gibi insano\u011flunun g\u00f6ky\u00fcz\u00fc ile olan tan\u0131\u015f\u0131kl\u0131\u011f\u0131n\u0131n milad\u0131 olarak kabul g\u00f6r\u00fcr.<\/p>\n<p>Havac\u0131l\u0131kta ya\u015fanan geli\u015fmeler, do\u011fas\u0131 gere\u011fi s\u0131n\u0131r tan\u0131mayan asker\u00ee taleplerin de etkisiyle, bir insan\u0131n \u00f6mr\u00fcne rahatl\u0131kla s\u0131\u011fabilecek bir s\u00fcrede ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p>Her ne kadar, ilk yerden kesilmenin tarihi, 1903 ise de 1907 y\u0131l\u0131n\u0131n sonuna gelindi\u011finde Avrupa\u2019da sadece 8 ki\u015finin u\u00e7abildi\u011fini biliyoruz. 1907 sonunda durum b\u00f6yle iken, hava ara\u00e7lar\u0131n\u0131n 1912\u2019den itibaren asker\u00ee ama\u00e7larla kullan\u0131lmaya ba\u015flanmas\u0131, buna d\u00f6n\u00fck \u00fcretimi ve geli\u015fmeyi katlayarak devam ettirecektir. Birinci D\u00fcnya Sava\u015f\u0131 ile h\u00e2d safhaya varan \u00fcretim h\u0131z\u0131 ile kendini g\u00f6steren havac\u0131l\u0131k, iki sava\u015f aras\u0131 d\u00f6nemde,\u00a0 mesafe, irtifa ve h\u0131z rekorlar\u0131yla an\u0131lmaya ba\u015flanm\u0131\u015f, u\u00e7aklarda kullan\u0131lan motorlar\u0131n g\u00fc\u00e7 ve say\u0131lar\u0131n\u0131n artmas\u0131n\u0131n sonucu olarak da yolcu ve y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 faaliyetleri ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p>\u0130kinci D\u00fcnya Sava\u015f\u0131 y\u0131llar\u0131, asker\u00ee ba\u015far\u0131larda cesaretin yerini y\u00fcksek sava\u015f teknik ve teknolojilerinin ald\u0131\u011f\u0131 y\u0131llard\u0131r. Bu yeni sava\u015f silah\u0131n\u0131n \u00f6nemini kavrayan askerler kadar, ta\u015f\u0131mac\u0131l\u0131k ve lojistik sekt\u00f6rlerinde i\u015f yapan sermaye sahipleri de u\u00e7ak denilen bu yeni araca ilgi g\u00f6sterdiler. Sava\u015ftan sonra ulusal ve uluslararas\u0131 u\u00e7u\u015flara d\u00fczenlemeler getirilirken sermayenin bu i\u015ften nas\u0131l nasiplenece\u011finin kurallar\u0131 da konuluyordu. Sekt\u00f6r\u00fcn ba\u015f akt\u00f6r\u00fc, silahl\u0131 kuvvetler, sivil hava ta\u015f\u0131mac\u0131lar\u0131 ya da pilotlar de\u011fil, u\u00e7ak fabrikalar\u0131yd\u0131.<\/p>\n<p>Fabrikalar, \u00fcretim kapasitelerini art\u0131r\u0131yor, teknolojilerini s\u00fcrekli yeniliyor, geli\u015fme sa\u011flanabilmesi i\u00e7in Ar-ge birimleri kuruyor ve de geli\u015fmeleri gizli tutuyor, m\u00fchendis yeti\u015ftiren okullar\u0131n kontenjanlar\u0131n\u0131 etkiliyor, orduya ve sivil sekt\u00f6re personel yeti\u015ftiriyorlard\u0131. Havac\u0131l\u0131k teknolojisinde yap\u0131lan ke\u015fifler sadece bu alanda geli\u015fme sa\u011flamakla kalm\u0131yor, makine ve motor teknolojileri, tekstil sanayii, ileti\u015fim teknolojisi, \u0131s\u0131tma-so\u011futma teknolojileri, ev e\u015fyas\u0131 \u00fcreticileri, meteoroloji m\u00fchendisli\u011fi, ziraat ve tar\u0131m sekt\u00f6rleri, bilgisayar teknolojisi, uydu sistemleri ve bunun gibi pek \u00e7ok sanayi dallar\u0131yla yak\u0131n ili\u015fkide bulunuyor; al\u0131\u015f veri\u015fe giriyor ve b\u00fct\u00fcn bu teknolojilerin bir nevi iteni, motoru oluyordu. Bu anlamda, \u00f6ylesine b\u00fcy\u00fck bir \u00e7\u0131\u011f\u0131r a\u00e7\u0131lmaktayd\u0131 ki, hi\u00e7bir ak\u0131l sahibi devlet bu sahaya kay\u0131ts\u0131z kalamazd\u0131 ve kalmad\u0131 da.<\/p>\n<p>Kapitalistler bu alandaki sermayedarlar\u0131n\u0131 desteklerken sosyalistler, havac\u0131l\u0131kta, kendi teknolojilerini d\u0131\u015far\u0131dan ba\u011f\u0131ms\u0131z \u00fcretmek ve kullanmak \u00fczere devlet eliyle harekete ge\u00e7tiler. Kapitalistlerin b\u00fcy\u00fck firmalar\u0131, b\u00fct\u00fcn d\u00fcnya sath\u0131na yay\u0131lm\u0131\u015f olan k\u00fc\u00e7\u00fckleri de b\u00fcnyesine katarak, katmad\u0131klar\u0131n\u0131 yok ederek yollar\u0131na devam ederlerken, kendi \u00fclke s\u0131n\u0131rlar\u0131 d\u0131\u015f\u0131na ta\u015fma e\u011filimine de girdiler. Sosyalist Devletler ise kap\u0131lar\u0131n\u0131 s\u0131ms\u0131k\u0131 kapatarak kendi \u00f6zg\u00fcn tasar\u0131mlar\u0131n\u0131 \u00fcretiyorlard\u0131.<\/p>\n<p>T\u00fcrkler, erken say\u0131labilecek bir zamanda konunun \u00f6neminin fark\u0131na vararak, 1911 y\u0131l\u0131nda harekete ge\u00e7mi\u015flerdir. T\u00fcrkiye\u2019de hava sanayii kurulmas\u0131 konusu, ilk defa 1912\u2019nin 5 Mart\u0131nda, Yarbay S\u00fcreyya Bey (\u0130LMEN) taraf\u0131ndan haz\u0131rlan\u0131p, \u00c7\u00fcr\u00fcksulu Mahmut Pa\u015fa taraf\u0131ndan imzalanarak Harbiye Nezareti\u2019ne arz edilen muht\u0131rada dile getirilmi\u015ftir. Ancak Osmanl\u0131\u2019n\u0131n son d\u00f6neminde \u00e7ok iyi niyetlerle ortaya \u00e7\u0131kan birka\u00e7 olumlu giri\u015fim, siyas\u00ee ve ki\u015fisel \u00e7eki\u015fmeler y\u00fcz\u00fcnden meyve veremezken, 11 y\u0131ll\u0131k sava\u015f s\u00fcrecinden T\u00fcrkler, havac\u0131l\u0131\u011fa g\u00f6n\u00fclden ba\u011fl\u0131 bir millet olarak \u00e7\u0131karlar.<\/p>\n<p>Osmanl\u0131\u2019n\u0131n kal\u0131nt\u0131lar\u0131 \u00fczerine yeni kurulan T\u00fcrkiye Cumhuriyeti\u2019nin en fazla dikkat \u00e7eken \u00f6zelliklerinden birisi de ba\u011f\u0131ms\u0131zl\u0131k refleksiydi. Devlet bu y\u00fczden, kendi sava\u015f sanayiini olu\u015fturma aray\u0131\u015f\u0131ndayd\u0131. Ama bu nas\u0131l olacakt\u0131? Gen\u00e7 T\u00fcrkiye Cumhuriyeti, fakir ve bor\u00e7lu bir devletken, b\u00f6ylesine pahal\u0131 bir teknolojiyi \u00fclkeye getirmeyi ve \u00fcretmeyi, hem daha bir toplu i\u011fneyi bile yapamazken, nas\u0131l ba\u015faracakt\u0131? Bir d\u00f6nem T\u00fcrkiye\u2019de, birka\u00e7 ayr\u0131 tesiste, zaman\u0131n yabanc\u0131 uzmanlar\u0131n\u0131 hayretler i\u00e7erisinde b\u0131rakacak kadar y\u00fcksek nitelikte, y\u00fczlerce, motorlu &#8211; motorsuz u\u00e7aklar ve u\u00e7ak motorlar\u0131 \u00fcretildi. Atat\u00fcrk ortaya bir hedef koymu\u015f, millet de buna inanm\u0131\u015f ve desteklemi\u015fti.<\/p>\n<p>Sabiha G\u00d6K\u00c7EN, an\u0131lar\u0131nda Atat\u00fcrk\u2019\u00fcn dilinden \u015fu sat\u0131rlar\u0131 naklediyor: <strong>\u201ceskimi\u015f teknolojileri de\u011fil, en yeni teknolojiyi \u00fclkeye getiremedi\u011fimiz s\u00fcrece, yabanc\u0131 \u00fclkelere ba\u011f\u0131ml\u0131 olmaktan kurtulamay\u0131z\u2026 Bunun i\u00e7in\u00a0 de bir yandan m\u00fcmk\u00fcn oldu\u011fu kadar kemerleri s\u0131karak kendi ya\u011f\u0131m\u0131zla kavrulacak, bir yandan da yeni parasal kaynaklar bularak \u00e7a\u011fda\u015f teknolojilerin en yenilerini bu topraklara ta\u015f\u0131yaca\u011f\u0131z\u2026 Eski teknolojileri bize kolayl\u0131klar tan\u0131yarak getiren yabanc\u0131 devletlerin kurnazl\u0131klar\u0131n\u0131 anlamamak i\u00e7in insan\u0131n ya k\u00f6r ya da aptal olmas\u0131 gerekir. K\u0131sa s\u00fcrede geli\u015fen \u015fu ara\u00e7 gere\u00e7 sanayiine bak\u0131n\u0131z. D\u00fcnya Sava\u015f\u0131 biter bitmez bu kara g\u00fcnlerde kullan\u0131lan t\u00fcm silahlar birden bire demode oluverdi. Almanlar, Frans\u0131zlar, \u0130ngilizler, Amerikal\u0131lar, ellerindeki bu silah fabrikalar\u0131n\u0131 uzun vadeler tan\u0131yarak geri kalm\u0131\u015f \u00fclkelere satmaya \u00e7al\u0131\u015f\u0131yorlar. Neden? \u00c7\u00fcnk\u00fc onlar daha modernlerini, daha etkili olanlar\u0131n\u0131 yapabilecek fabrikalar kurmakla me\u015fguller. Bunu her alana yayabilirsiniz. Tekstil, ila\u00e7 sanayii, otomotiv sanayii k\u0131saca akl\u0131n\u0131za gelen her alana\u2026 Biz yeni ve gen\u00e7 bir T\u00fcrkiye kuruyoruz. Dost, d\u00fc\u015fman\u2026 Ba\u015fka \u00fclkelerin geri kalm\u0131\u015f teknolojilerine ihtiyac\u0131m\u0131z yok. Ya en yenisini kurar onlarla boy \u00f6l\u00e7\u00fc\u015f\u00fcr\u00fcz ya da biraz daha sabreder, bunu yapabilecek g\u00fcce eri\u015fmemizi bekleriz\u2026\u201d<\/strong>[1].<\/p>\n<p>Tarihi belirtilmemi\u015f olan bu s\u00f6zler muhtemelen, ba\u015far\u0131s\u0131z TOMTA\u015e (Tayyare, Otomobil, Motor T\u00fcrk Anonim \u015eirketi) giri\u015fiminin ard\u0131ndan s\u00f6ylenmi\u015fti. TOMTA\u015e giri\u015fimini hari\u00e7 tutacak olursak, Atat\u00fcrk\u2019\u00fcn sa\u011fl\u0131\u011f\u0131nda ortaya koydu\u011fu tutumdan, \u00fclkenin \u00fcretebilme ko\u015fullar\u0131n\u0131n olu\u015fmas\u0131 i\u00e7in bir m\u00fcddet bekledi\u011fini g\u00f6r\u00fcr\u00fcz. 1937 y\u0131l\u0131 geldi\u011finde Atat\u00fcrk, \u201cBundan sonras\u0131 i\u00e7in, b\u00fct\u00fcn u\u00e7aklar\u0131m\u0131z\u0131n ve motorlar\u0131m\u0131z\u0131n \u00fclkemizde yap\u0131lmas\u0131 ve savunma sanayiimizin de bu eksen \u00fczerinde de\u011fi\u015ftirilmesi gerekir\u201d[2] diyerek hava sanayiinin kurulmas\u0131 i\u015faretini vermi\u015ftir.<\/p>\n<p>D\u00fcnya havac\u0131l\u0131k sanayii, y\u00fcz y\u0131ll\u0131k ya\u015fam s\u00fcresinde kendine dev bir pazar olu\u015fturmu\u015ftur. Bu g\u00fcn b\u00f6ylesine b\u00fcy\u00fck bir pazara sahip olan hava sanayii ve havayolu \u015firketleri \u00fclke politikalar\u0131na etki ediyor, siyas\u00ee pazarl\u0131klara konu oluyorlar. G\u00fcn\u00fcm\u00fczde faaliyetine devam eden irili ufakl\u0131 \u00e7ok say\u0131daki u\u00e7ak fabrikalar\u0131n\u0131n % 80\u2019inden fazlas\u0131n\u0131n, T\u00fcrkiye\u2019nin 1925\u2019teki ilk ba\u015far\u0131s\u0131z giri\u015fimi olan TOMTA\u015e\u2019tan daha sonra ortaya \u00e7\u0131kt\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnecek olursak, bu sanayiden vazge\u00e7mekle kaybedilen ufkun b\u00fcy\u00fckl\u00fc\u011f\u00fc bir kez daha ortaya \u00e7\u0131kar.<\/p>\n<p>[1] Oktay VEREL, Sabiha G\u00d6K\u00c7EN, ATAT\u00dcRK\u2019le Bir \u00d6m\u00fcr, (Alt\u0131n Kitaplar Yay\u0131nevi, 3.
